Over the past couple of months I've noticed my Internet speed fluctuating greatly. I subscribe to 12Mbps download speed and 1Mbps upload speed in my plan. I normally average between 8-10Mbps down according to Speedtest.net and Speakeasy speed tests, but lately there are quite a few times where it'll test somewhere between 1-5 Mbps down. If I test it at 3 AM (or another non-peak time), it's almost always fine and running between 8-10 where it should be.
I'm located in the 61264 zip code in Illinois. Is there an issue in my area of a node being overloaded with customers? I've checked cable signal strength at the modem during the slow times, and it is always the same. Signal strength is definitely not the issue because it is always the same whether the download speed is running normally or slowly.

I've power cycled the modem many times and plugged directly into it for testing purposes. The problem seems to be in Mediacom's network somewhere around me, and it is completely random regarding fast and slow speed. What can you do to help me fix the problem?
